Illinois - Fee is $5.00. The request must be submitted on company letterhead and include the reason for the request. Include the type of information requested and vehicle information (i.e. year, make, model, vin and plate number for a title search). An officer of the company or a designee must sign the request. You may send the request to SECRETARY OF STATE - RECORD INQUIRY SECTION - 501 S 2ND ST HOWLETT BUILDING ROOM 408 - SPRINGFIELD IL, 62756. You may also fax your request to 217-524-0122 with credit card information included for billing. A $1.00 processing fee will be added for credit card payment. New Jersey - To access certified registration, you must prove that you have "permitted use" as defined in NJSA 39:2–3.4c.
You can call MVC at (609) 292- 6500 or toll-free in NJ at (888) 486-3339 to request the "Vehicle Registration Application Request" form (DO-11A).
Complete all sections and return with a copy of your driver license (or other form of acceptable ID) and the correct fee to:

New Mexico - Says they have no such form. I have spoken with Adam Diamond of the New Mexico DMV and he instructs the following. Send a hand written or typed request, including the VIN, year, make, model, for the owner/lien holder information. Document must be notarized. Include a copy of the towing authorization, a copy of the bill with acrued fee's. Include a self addressed stamped envelope. Mail this request to MOTOR VEHICLE DIVISION * PO BOX 1028 * SANTE FE NM 87504-1028 * ATTN VEHICLE RESEARCH. He says it takes them quite a bit of time but they will send you the information.
